McCormick finds himself involved with the protesters, especially when he meets beautiful Barbara Hernandez, the cop's widow. He realizes she's a tenacious crusader out for justice. With Barb's help, Tom gets a referendum put before the voters that would reinstate the death penalty. A certain political activist will attempt to prevent their success through strong arm tactics and even murder. Tom has growing feelings for Barb, but wonders if this is the right time to fall in love. As they fight for what they believe is right, they must also fight for each other.
